So I have done all necessary procedure to link my sbm smile card to my paypal account...

I have already got my 4 digit code...and just confirmed successfully....
but my paypal balance is still $ 0.00
I have got more than Rs1k on my smile card...how to link it to my paypal balance..?

That's correct, the balance will stay on your SBM Smile card and when you purchase something with Paypal, it will be deducted from the SBM Smile card.

Your Paypal balance will only show credit if you transfer money to it but that's not necessary because your account is already lined to a bank account which is referred to as a funding source.
