It's easier to use the Paypal money to buy something rather than find ways to access the cash.

However you can always send the money to a friend/relative who's got a foreign Paypal account and ask them to give you the money back.

If that's not the case, then there are services where people will use their own accounts for you to transfer the money and send you the money after taking their cut. I heard some companies also create a bank account for you in the US that you can link to Paypal and get therefore get access to their cash card to use anywhere. I've never tried any of these services and I'm very skeptic about their genuineness, so it's up to you really to research on that.

If it's a one time thing, better spend the money on yourself otherwise this may be regarded as money laundering as well.
