I just got my posh prepaid card from Bank One. Can someone explain the procedure to create a paypal account?

It would be the same procedure as using the SBM Smile Card as described here.

The bank that issued your card didn't approve this transaction. Please contact the card issuer.s customer service department if you have any questions. Or you can add a different card now to continue.----I receive this comment why so???

Looks like the problem is with Bank One itself, so you will need to call them to find out why they are not authorising the transaction.

Banks in mauritius have an issue with paypal
whether its sbm , mcb , bank one etc

Unfortunately , this is affecting millions of mauritians
