I saw some videos on you tube about reviews on "Note 4 clone and iPhone 6 plus clone " . . .Would it be blocked at the Mauritius customs . . .

A Note 4 would be about Rs 35000 and the clone is only rs5000 with features like 13mp camera , HD display , 8gb storage, etc . . .

Yes. You need to have a Certificate of Conformity for the phone you're looking to import.

My brother bought a Samsung Galaxy S5 clone when he was in Morocco and paid 100 euros for it. Guess what - he hasn't been able to use it. Sometimes the phone functionality doesn't work, sometimes it's the WiFi. You can't download apps. There are loads of problems with clones, it's not worth it in my opinion.
