Where can books be published in Mauritius(books of any kind).What are the procedures and requirements to do so?

Books are usually printed in printing shops, that's where wedding cards, brochures etc are printed.

When you'll approach them to print a book for you, they'll ask you a soft copy as well as a hard copy of your book to be printed and the dimension in which you want your book to be published.

Requirements will vary according to the business' rules so can't really tell you this. You know how it works, if your book has a chance of success then they print it.
