Hi, I wanted some clarifications on whether a company would be better for contract car business or partnership. I mean which would be better?

Also, how should i proceed to gain the necessary permit and whether the business can be managed by a public officer?

It depends on you. Business is a risk. Some people found that partnership is good and some not.
and what do you mean by contract car business?Is it about renting your cars to different companies? what do you mean by partnership? is it buying half of an already existing company?
You can have your own company and then make a contract with other organizations.
I will like it if you elaborate more on this.
