small food seller or supplier

Hello Brother,
I am Indian working in Mauritius with reputed company since last 5 yrs. My wife is very good cook and she like to do small scale food supply or sales, how she can do it? What will be the legal procedure to start with, like license on my or her name, registration in MRA or Business card...do not have proper step wise guideline.

She like to make and supply, sale and can also take stand in occasional fairs... etc. kindly guide us.
