Hello,
Where can I apply for a plant import permit (detail exactly where) so that I can buy seeds from eBay and how much will it cost me?

Just download the application form for a plant import permit and fill it in. Then submit it at the Ministry of Agro Industry in Reduit (464 4872).
There's a Rs50 fee payable for the permit. All other information you require is detailed on the link above.
