How can a person living in Mauritius ask for a refund if he buys something from abroad and he has paid for it using paypal?
In cases of an order not shipped or any defect in an item ordered from abroad,the buyer would like to ask for a refund but as we cant receive money by paypal,then how can that person receive his money back?

Paypal are really good when it comes to disputes, I have never had a problem, as long as you open a dispute within 45 days then you should be fine.
If an item has been shipped you would have been given a tracking number so you can check its status, contact the seller to check if it has been shipped if you're unsure. If an item is faulty you may have to provide evidence such as a picture to back up your claim. In both cases you should get your money back hassle free.
As Gices has said your money will go back onto your card and not the actual Paypal account itself. You should always try to resolve the problem with the seller first as most will try and help you, if that fails then open a dispute through Paypal.
Paypal is good at buyers' protection, so if the item you purchased was not as advertised, faulty or you did not receive it, then you have up to 45 days to ask for a refund.
Once logged in onto Paypal, you need to go to the Resolution Centre to open a dispute. If the seller ignores your request, then Paypal staff will intervene and if they find you deserve a refund, they will issue you one.
Now, you're right in saying we cannot receive money from Paypal in Mauritius but for refunds, it's different. If you've paid by credit/debit card, your refund will go straight to that card and if you've paid by Paypal balance, it will be reimbursed there.
So act fast and you'll be alright.
