Is anyone paying this? From what I understand, if you're a home owner or own a plot of land, you need to pay NRPT. Is that true? How much is it?

Following the budget speech of November 2010 by the finance minister, the NRPT has been abolished with effect as from 1st January 2010. Hence, you won't have to pay any NRPT now.
1st Janurary 2010 or 2011? I couldn't get the updated information on gov.mu, do you have a reliable source for that info? thanks.
It's indeed 1st January 2010. I would have posted a link but unfortunately I'm not allowed to (something to do with my level), just make a search for the Budget speech of November 2010; you'll find it for sure there.
Yeh, I saw that but why don't they take down this information on gov.mu. This is really misleading!
